OCD? Nah, looks to me like he's stubbornly trying to get a piece of mail thats stuck. I would think that someone with OCD would be averse to touching public boxes and letters. Routine is good for them but not touching that kind of stuff, they'd have to take gloves on and off, etc.
No, that is definitely OCD. Not all OCD sufferers have a fear of dirt or touching things.
